Is there an RTI committee at your school? Aside from grades, wouldn't they have to prove that he is able to access the general education curriculum as well as his same-aged peers. If he is not writing, how is he doing this? There would naturally be some concern on behalf of this student if there was no label. Get an advocate. This whole educational/academic impact is just a way for districts to save money, but maybe not provide needed serivces. Does he have friends, does he sit alone at the lunch table? Is he afraid to speak out in class.. there are so many other "educationally relevant" issues that go beyond reading grades. Best of luck.
