I always look to the state standards for the various grade levels before writing goals for these types of skills. I don't have it in front of me right now (it's at school & I'm home), but irregular plurals may be instructed for mastery in either 3rd or 4th grade in my state. I wouldn't write a goal for remediating it till after that. Not to say that some kids wouldn't have some skill with it earlier, but it wouldn't be a disorder yet.
