You don't mention if she's seen an ENT. This is definitely the first step. If the ENT sees her and says her structure is adequate to develop normal resonance, then you can begin working with her. If she doesn't have the anatomy, then no amount of speech therapy will cure this.
Also, I don't mean to be contradictory, holly, but the latest research says blowing and sucking exercises are NOT helpful for resonance issues. I know that was widely recommended in the past, but I believe their lack of efficacy has been proven.
