I would say this is probably not a phonological problem and that final consonant deletion is not really what's going on here. If she is an adult who has MR, then it may be a combination of problems with syntax, difficulty with the motor movements needed for speech, and just plain faulty learning. I think I would just describe it as a tendency to omit word endings and then would provide some examples such as "omits -ing endings" or "omits plural -s" or "reduces multi-syllable words to one syllable" etc.
