CELF-4 help!!

I get confused with this all the time. Could someone please tell me the average ranges for the CELF-4. I understand that an 86-114 is WNL, so an 85 would be just below average right? How about for subtests... (This is were I get confused). Is 8-12 (average) or 7-13 (average)? Would a 7 or 8 be considered below average? Would a 12 or 13 be above average?
