question for a private therapist

I am a school speech therapist. I have a 3-3 year old relative with a short frenulum. His /l/ sound is /w/ in all positions. In the school system I would address this sound at 4 to 5 years old. In the private sector, what age would you begin to address the /l/ and what age would you begin to address an interdental lisp? Thank you.
