60 day timeline

I have a question. I know that the 60 day timeline starts when the parent signs the completed referral. What if a doctor has written a prescription to test for language delay and the parent brings the prescription to the school. Can the prescription override the signed referral date. Is the date the doctor wrote on the prescription the start date for the 60 days?
