You are absolutely right, Liz. If you read my response carefully, you'll see that I was only responding to imaslp's assertion that there was "no way you could ever get a correct production with this student." That was not the case with my student. As I said, it was relatively easy to teach her to produce the sound correctly - teeth are not essential for /s/ and /z/. I do think that the openbite made carryover much more difficult for her, coupled with her low cognitive skills.
