It sounds like a definite structural difference that is causing her to distort or produce the /s/ and /z/ sounds incorrectly. At this point, she will only be able to produce approximations of those sounds. There is no way you will be able to get correct sound productions right now. If those are the only sounds she is having difficulty with then she should probably be monitored for a while to watch for her overbite to correct (if it does).
