This is a psychological issue. The only one of you who is qualified to address this issue will be your clinical psychologist and then only with the direct request of the parents. If the shyness keeps the student from learning, then you will again have o get permission from the parents to evaluate him ot pay a medical center pediatric psych department to evaluate him and then your district can pay for all f the treatments.
The reason this is not appropriate, and yo don't want to be a part of it, is simple. Each person is different and being shy is a personal trait, not a disorder. In my opinion it could be damaging to push this child into a more active role. It would be nice if he has a friend, so perhaps the classroom can do small group activities that allow him to participate at his own ability.At this point if he can just enjoy school and feel comfortable in his learning environment, is perfect. How stressful will it be to feel like school is scary because the 'big' people are pushing him to do more.
