Renaming program labels

Is there a way to rename a program label?

When I go to options-program labels, the majority of the buttons across the top (new, edit etc,,) are greyed out. Is this a permissions issue or does rpro just not allow programlabels to be renamed?

In Secadmin for the group I am in system/edit program labels is checked.

Even when I log in as sysadmin, the program label edit buttons are greyed out.
