Allocation Pattern on PO

I'm trying to set an Allocation Pattern for an even split. I've tried applying the "SPLIT IN HALF" allocation pattern betweem our two stores, but the all the items remain allocated to the main when I check the item allocation and when I generate a TO. And yes, I am saving the PO after applying the allocation pattern. What am I missing?

I've read the help pages for allocation, PO's, and TO's.
