I think you could class him more doing his job than being friend or foe, In certain terms he could make it very uncomfortable for Banner if he finds out but then again he has gone so far as to rescue the Hulk like In Bring Me The Head Of The Hulk because he doesnt want anyone to kill the Hulk because he knows there is a man in there.
I would say overall he would be a friend than a foe but he could make things very difficult for David Banner if he knew he was the Hulk!
