Materials for High School mentally impaired

Can anyone direct me to reading instruction materials for mentally impaired high school aged students who are reading at pre-K to 1st grade level? I'm looking for materials that address this reading level in an age-appropriate format. I know of the Edmark program - anyone know of anything else? Thanks!
