There seems to be some things missing from the story, as it does not flow.
I do find it interesting that the city claims problems with Koi in the pond. I have yet to ever see a mosquito in a pond that also has Koi. They seem to enjoy consuming the larva.
But this is a shining example of abuse of power, abuse that we are just seeing the tip of now.
