Try standing in the water in front of an aeration device.
Absolutely the koi get plenty of exercise from feeding and other activities. Most of my mudponds have no aerators or other devices. However, most are windblown and you can see the currents. The surface of the water moves in the direction of the wind, however, below the surface the water on the bottom of the pond is moving against the wind.
Such currents are weak, but they do exist. The fish do orient to them. My large koi get most of thier excercise by feeding on crawfish. They root them out of the holes in the sides of the pond. Sometimes when several are working together they'll stir up a plume of silt they work at it so hard.
It is during warm weather that paddlewheels and other similar devices are used the most, primarily only at night. The area directly in front of a paddlewheel is well swept, but it is a small area, most of the water is spread across the surface of the pond, but the layers are well mixed (without stirring bottom sediments). Many farmers prefer the ponds to stratify out during the day so the fish can stay cool, but additional oxygen is needed at night.
Currents are secondary to aeration and the need for currents is usually not why the device is deployed to the pond. They just come with it.
