I think the light will always work because the cells are all eventually killed. All UVs are about wearing down the number of live cells before they spit into two cells. So underpower flow, over flow, partial kills, efficient kills-- they all die eventually.
I think the question can be one of highly efficient vs poorly efficient. It's all good.
I think you do have to consider biofouling as a negative when the UV is at the front end.
Comically, Waddy used to use a hanging unit above the first stage vortex ( rested on two plaks of wood), about 6- 10 inches above the water surface. The idea being the UV rays would go thru the air and into the four feet depth of water- in that case, the UVs were worthless. - JR
