There is also the issue of water pressure. Most UV units aren't designed to withstand much water pressure - the crystal glass is fragile, and the seals can leak if the water pressure within the UV unit gets high - causing bulb failure, crystal damage, and shorting or ballast damage.
So, having the UV unit before a filter unit that is pressurized, such as a bead type filter is risky. Also, having the UV before a filter tends to cause junk to settle in the UV unit, and causes more gunk to stick to the crystal glass housing, which obviously blocks the effects of the UV light.
So, for every pond there is an 'ideal' set-up, depending on how the pond is plumbed.
