Interesting topic.
Toxins, and therefore medications too, unquestionably enter the bloodstream of fish through their skin. The gut is little more than an extension of the skin of the fish, beginning at the mouth and ending at the vent, protected like the skin by mucous secretions. This protection is primarily to keep gut bacteria out of the bloodstream.
I have not been aware that scaled fish have an enhanced defence against toxic exposure, in my experience. I would imagine that scales make very little difference, perhaps because much of the penetration actually occurs in the gills and the gut?
The fact is that fish are extremely sensitive to their environment, far more than mammals, and are very intolerant of any rapid changes or general degradation of their environment, and to toxins. Whether or not they have scales would rarely make the difference IMHO.
