No, that parts not right- once dropsy is seen, the kidney is impaired and antibiotics will not work. In fact, clearing injectibles can hurry a fish's death in many cases of dropsy- seen that many times and then the antibiotic gets the blame as a 'koi killer' when in effect it was no more toxic than any other antibiotic. JR
