Dropsy has, no doubt, a number of causes, but the symptom (the pine cone effect) is an indication of a severe problem. This symptom, if present over the whole or most of the body of the fish, indicates water retention, the result of the failure of the osmotic regulation system of the fish. This failure can be the result of systemic bacterial infection, kidney failure or large lesions in the skin of the fish.
If food is implicated, it is nothing to do with the type of food, since koi are omnivores and can cope very well with all kinds of koi food. Food can be a problem if rancid or if simply overfed to the koi.
Maybe the kind of koi keeper that feeds cheap food is the kind that also feeds out of date food, overfeeds, overstocks, under-filters etc etc.
Once dropsy occurs it is commonly fatal. You are probably doing the koi a favour in letting it die, rather than returning it to a koi pond that has conditions causing dropsy in the first place.
If you own a healthy koi pond and one fish develops dropsy, short term treatment can be successful; a combination of hospitalisation in salted water plus antibiotic injection can be helpful. You must avoid antibiotic that places stress on the kidneys. The longer term outlook for a dropsied koi is probably poor. If they get it once they will probably get it again.
