Also to be kept in mind, the tiny area of Japan where koi originated was inhabited by some of the most impoverished people to be found in feudal Japan, and isolated from the cultural trends of Edo. That is, they could be described as culturally backward; or, more politely, as 'traditional'. Although fancy goldfish imported from China were quite popular in some elite circles at least as early as the 1500s, I think it unlikely goldfish made it to Niigata's mountains to introduce the peasants residing in subsistence to the pleasures of fishkeeping as a hobby or art.) There is no reason the people of Niigata were any more inclined to appreciating fish as an art than peasants elsewhere engaged in raising carp for food.
...Meanwhile, other ornamental fish were developed in other areas of Asia. I am not aware of ornamental fish varieties being developed in the West until after the fishkeeping hobby was getting established in Victorian England, an outgrowth of exposure to fishkeeping in Asia. The range of ornamental chickens developed in the West is, however, absolutely amazing.
