There are clearly limits to how much shiroji can be improved. As JR says, it is largely the absence of harmful factors that leads to the best quality achievable, rather than actual improvement factors.
I think, given good water quality, the most important factor is protection from strong sunlight, particularly in ponds with very clear water. Sunburn is a real possibility, but yellowing and coarsening can occur even without actual burning.
For the best shiroji, a mud pond or a pondwater green with algae cannot be beaten. However, on taking a koi out of these conditions the skin will actually be slightly stained and it will take several days for the true whiteness to come through.
