Any water change is better than none. So 5% weekly is better than nothing, but that is a very low number. Unless water is really expensive or unavailable I think 10% weekly is a reasonable minimum.
If water changes are really low, ozone is a worthwhile consideration. In effect, it is like achieving water changes, except that it does not alter the mineral profile of treated water.
Competitive exclusion of harmful bacteria is achieved by creating an environment which encourages aerobic bacteria which out-compete harmful (mainly anaerobic) bacteria for space and food. There are some well-known products which assist this activity very well, based I believe on enzymes. One of these is frequently advertised on this web-site and is very effective. Good aeration is also helpful.
Basically, the message is that the less you do water changes the more challenges you have to meet and the more careful you have to be in active management of the pond; plus feed sparingly and avoid over stocking.
