I don't know if it is your family but maybe this will help you. My grandmother was Fannie Lee Scroggins, my great-grandfather(her father) was Balaam Felix Scroggins. And yes, Andrew Jackson Scroggins was Balaam's father. I have the same census records and I do know it to be my family through my Aunt Hazel, she is in her 80's. So your George W. would have been my great-grandfather's five year older brother. I have more information, please feel free to e-mail me. But I didn't know these folks, Fannie Lee died when she was 27 and my mother and two aunts were put in an orphanage in Indiana by her brother, Robert, it is a long story. So maybe you and I are family? I recommend an excellent book, "Fentress County, TN Pictorial History" vol. 1. It is put out by the Historical Society, you can find and order it online. There are some "Scroggins" pictures in it. I hope this is helpful.
