I read and saw first hand that the steering unit tends to "wobble out" the retaining bolt holes.
I rebuilt mine, still had the issue and found out that the holes in the frame had elongated badly.
I was able to repair the holes and it was like new steering. It did not look like it was lose. Only when the wheel was at certain angles did the whole unit shift.
