Have you been moving the dash around a bunch? The wiring there has an issue with shorting to ground by touching the brake master cylinder when you turn the key on.
Also with key off, if you remove the positive battery cable and then touch it to the battery again does it spark? If so you have a short someplace.
Just some ideas if your chasing a ghost.
