I don't know about 1950's and earlier cars, but those of the 60's and later need pullers 99.9% of the time even when new. They are just built to fit that tight.

: Thanks, I'll make one of my own. Nice job BTW.
:
: I think I'll use some anti-seize goo in the
: splines when I install the new wheel.

: The secret is pressure. I made a puller out
: of some stuff laying around the shop. Three
: u-bolts spaced around a disc of metal that
: gives a constant pull on the wheel. Drop a
: metal slug down the hole in the center of
: the wheel to give you something to push off
: of without messing up the steering shafts
: threads and you're good to go.

: I'm trying to remove the old steering wheel
: from my 170. I assume it has splines mating
: with splines on the tube. after removing the
: nut, I've pounded up with a wooden block on
: the bottom of the wheel at the tube but it
: won't budge (soaked the hub with liquid
: wrench). I can't get a puller on it since
: there is only plastic to grab onto.
:
: Since I don't need to save the old wheel, I
: could cut away the plastic and heat the
: steel hub but I've rather not use heat.
:
: What's the secret?
