Actually there are 16 kata in Shindo Munen, but the last four was included in the higher class after Shindo Munen. The reason was a diverse in the basic form, the higher school was more suited for the last four. I believe that this was decided in Japan back in 1957 or 1967, the dialog today is wethever the four should be included or not. This will be decided 2004 and the reason is that the amount of people knowing Shindo Munen is growing, Japan wants to set the difficulty level a bit higher as to apply the need of challange.
