Milk replacer is not easily digested by baby goats and often times (more often than not) makes them sick enough for losses that can be avoided by giving the babies milk (either goats milk or cows milk)
If this is a dairy - there should be No lack of milk
if it is a Responsible dairy, the first priority for the milk should be to the baby goats and secondly would be sale of such milk.
