I know I'm coming in on this late but here are my two cents. While all of these responses are essentially good they don't address one reason why I've seen so many people say this. They use this as an excuse to solidify their already shakey view of God. I can say this because I have lived it. When I was barely over the age of twenty my 6 month old son went into grand mal seizures. After all of the testing we learned he had a rare terminal disease that would eventually kill him. I watched my son slip away for the next year and a half. The Lord walked with me every step of the way. He never left my side and the more I sought Him the more I felt His presence. Where was God? He was with me. You see I made a conscience choice to stay close to the Lord through this. We can take these tragedies and either use them as an excuse not to believe or we can use them as a reason to draw ever closer to the Lord. Either way it is a choice that the person makes.
