I have taken literally thousands of indoor shots with a flash, and very few horses ever spook. Even in jumping classes. Just don't position yourself directly in front of the horse & rider, you don't want to temporarily blind them! If a rider does not want me to shoot them during their class, they usually just tell me, and I make a note of it.
