USM" has been (now) President Shelby Thames and his talented staff. If you will read back through the older copies of the Chronicle of Higher Education, you will find that the grants given to USM were not from "discretionary funds" that are gathered by a lobbyist but were "targeted funds" that are granted to fulfill the needs of specific grants submitted to the National Academy of the Sciences, the National Endowment for the Arts and other such agencies. There is no talent in writing a good grant for a needed project. The real talent is in snagging money that is NOT earmarked for a specific project. That money can be spent on facilities upgrades, new programs, facalty academic grants and other things that USM does not have - and will not have as long as Haley Barbour is cashing our checks.
