Agree with almost everything, Festus. But one key element if the impossible happened (which it won't) and Mr. Russell acknowledged USF in even a minimal way, the sea walls of donations would flood in. The statue doesn't have to be installed or even created or paid for first. First, satisfy the neighbors (if this can be accomplished); buy their property one by one; grease city hall (if we still have any influence); and expand WMG along with Rex continuing to build the Dons' bb and attendance. Allow baseball backers to back a new and drained diamond. Think CAL in a small way.
The Russell statue is merely a symbol, a rallying point. Get it. I can get a great sculpture at minimal prices, and probably others can too. We don't have to talk mega bucks to get a great memorial.
Remember, I'm not really a statue backer, but I do see some sense in increasing Dons' identity and spirit as well as broadening its economic base. Remember past posts crying for more locals to crowd WMG. I crowded the Cow Palace in Mr. Russell's day. Sure they became a great team, but we crowded that large for the times arena even before they became the best in the land.
Festus, you are correct that we first need an economic surge. The statue can be one means towards that end, if Mr. Russell goes along. I'm still a skeptic, but wouldn't mind observing a wild pitch.
