Yes, CalTech turned themselves in but it was the NCAA who decided to make an example of them by going above and beyond the self-imposed sanctions to slap a 3-year probation on the program.
The NCAA costitution requires ethical conduct of its coaches and others affiliated with athletic programs and that's where penalties will come from.
