Doubt the head of the B-School would have had the same amount of juice as joepa to stifle criminal reporting. Regarding jurisdiction, this whole scandal is directly tied to the obscene importance the football program had in the community and the fact that the iconic head of that program looked the other way and allowed said program to be used as bait by a suspected pedophile for another 14 years. It wasn't a lack of institutional control, which is what the NCAA just hit CalTech with (really? CalTech?), it was much, much worse and the perpetrators as well as the institution should pay.
