Let's face it it is not only Cal but virtually all the BCS schools who are unwilling to fairly schedule.
I don't know what is meant by 'fairly schedule', but I took a look at Cal's schedule. They have Murray State, Princeton, Detroit, and Jacksonville. That is a handful of mid/low majors, plus a tourney with UCSB, Furman and Utah Valley State.
