Probably the NCAA will not.
If my recollections are correct, it has been reported that they also dropped most of the same penalty Vince got for the Georgetown guy in the same boat. My understanding is that Georgetown apparently had an AD who appealed on behalf of the student unlike Vince's AD who apparently did not deem an appeal worthwhile or appropriate.
All of that said, both situations were different from Kong and Harris as both students previously punished were on campus and attending classes from the beginning of the semester,
