As much as I would like to see it back, two things stand in the way. The much maligned Title IX is one. The other, when USF played in the late 60s and early 70s schools could play Division 1 and basketball and Division 2 in football. That is no longer the case.
There is the 1AA or whatever they call is now that USD, Davis etc play in but travel costs are very high. Back east schools like Fordham and Holy Cross can take short bus rides for a full schedule. I do not believe that is possible out here.
