Diesel Generator loss of power

Have 10 KVA diesel genrator. Unable to pull heavy load from generator. Okay up to about 2 kva, but nothing larger. Engine seems okay, does not seem to "bog" down with heavier load, the generator simply does not give me the "juice." Stator and rotor have been reewound and epoxy coated. Exciter voltage is present. Frequency is within limits. Ideas? Thanks
