It occurs to me that in the prefect, head boy, and head girl system, you need to be a prefect in order to become head boy.
However, in the sorcerer's stone Hagrid describes Harry's parents as "Head boy and girl" (in the chapter "Keeper of the keys"). This is not possible however, because in The Order of the Pheonix, Harry finds out that his father wasn't a prefect because of his troublemaking.
