Another activity you can do is to play store or restaurant...he has to ask for the item he wants. You can take turns being the customer, so he sees what you want him to do... and that it is fun, not just something you are requiring him to do.
When your child does say something, you can celebrate his success, tell him what a great job he did, and than ask him to "do it again!" while the words are still "fresh" in his memory. Make sure you celebrate the repeat performance as well. He will begin to realize that it is easy and rewarding to talk.
