Have you looked at the thematic materials available from Mayer Johnson Company such as Print 'n Play, Print 'n Learn Thematic Units, and Print 'n Play Dice Games? These and other similar materials are made with symbols and work on a lot of expressive and receptive skills within a theme. I have found them to be easy to use in the classroom, and motivating to the students.
