vlind student and student with cochlear implant

I have two new students on my caseload I am at a loss how to proceed. One is a 2.6 year old visually impaired child, never had therapy, and a child who has a hearing aid in one ear and a cochlear implant on the other who has behaviors of an autistic child (age 2.6), His hearing is 40db. How to work with him, what to do??
