What sounds can they say that are made in approximately the same place? Since grrr isn't working, do they say "ch" or "dz" (hard J)? Practice those sounds for a week or so exclusively, then have child transition from a successfully made sound to the r in the same breath. Lightly biting on the back of the tongue with the molars might help produce r. Also, you might want to analyze what the child is doing with his tongue. Is the tip flaccid, or not curling up? Some oral motor exercises to develop strength might be necessary for a while, before returning to "r" production.
