Some kids shape up when they know you will call their parents about their behavior. It depends if the kid's parents are involved in their child's education or not. Don't be afraid to speak with the kids' teachers to find out how they manage behavior.

One thing that I have found helpful is using the same rules and consequences that the classroom teacher(s) use. That way the kids understand that the rules apply everywhere they go. Post the rules and the consequences if you have to. Also post the rewards. Maybe the kids can have input as to what rewards they would like (small prizes, candy, working towards a pizza day, etc). The more involved they are with setting the rules, consequences, and rewards, the better it will be.
I have also found that speaking to an older child in private one-on-one is more effective than scolding him repeatedly in front of the group.
