That is a large caseload of preschoolers. You might try an oral motor approach rather than a sound by sound remediation program. Drill and kill is difficult for preschoolers because cognitively they don't recognize words are made up of individual sounds. there's lots Mom can do of oral motor exercises at home.I agree with paulaslp that a child better be fairly unintelligible to be receiving individual therapy.
