In our district, we have stopped writing "1 time a week" or whatever the case may be and have started using "30, 30 minute sessions per IEP year" for 1xWeek and 60 for 2xweek. It gives me a lot more latitude on missing kids and making then up when it fits my schedule. This might be something to help in your case.
