This is my understanding of RTI.
RTI has several tiers and is made to provide intervetions for students in hopes that this will help them improve skills. The model looks like an upside down pyramid with the last(bottom) tier special ed (IEP). So depending on your school district many times special education staff are providing more intervention type services in classrooms or groups etc. to students that are not on IEPs.
