IEPs - necessary for artic/fluency/voice?

Hello! I was just wondering if everyone was writing IEPs for all of their students on their caseloads? Currently, due to RTI, our resource students are being serviced for reading/writing/math help even w/o IEPs. I have heard that some districts are not requiring them for all speech kids. Anyone have any experience with his?
